EXIT CRITERIA FROM ELL PROGRAM 

ELL’s (English Language Learners) enrolled in the New Haven Public Schools must meet the standards listed below (both the language and academic) in order to exit the ELL program: 

ENGLISH LANGUAGE STANDARD        LAS Links: Level 4 or 5

 Developmental Reading Assessment (DRA)

K= 3+, 1= 18+, 2= 28+ 
 

Connecticut Mastery Test (CMT)

Reading and Mathematics: Level 3 or higher

Writing: Level 2 or higher 
 

Connecticut Mastery Test (CMT) Form-M

Reading and Mathematics: Level 3 or higher

Writing: Level 2 or higher 
 

Connecticut Academic Performance Test (CAPT)

Reading and Mathematics: Level 3 or higher

Writing: Level 2 or higher
